When the alarm bells start ringing in the local police station there is panic with every available man being sent to premises where there are no signs of a break in. A man on a tower block takes aim and fires a rifle at a post office where a woman is hurt by flying glass, but it happened after the alarm went off. There are 14 other cases of similar instances reported.

They suspect a fault in the telephone system but the supervising engineer is on holiday in Malta and the deputy cannot be found so Jack and George go round to see Mrs. Kathy Peters but she doesn't know or care where he is.

The powers that be decide that expert help is needed in this matter and Jack is told by Haskins that a DS David Keel is being temporarily drafted in from Bristol RCS.

DS Keel tells them that the likeliest place the villains will be is at a junction box under a manhole in the road.

When the alarms sound again they rush to the road where the junction boxes are to find them empty. Little do they know they are being watched by the sniper.

Carter tries to locate the Vine Hill inspector but is told that he's out investigating a peeping tom in a tower block in the middle of the alarm area.

Meanwhile, a man posing as a policeman in plain clothes calls on Mrs. Peters and takes a bottle of steroid tablets which her husband is taking.

Jack, George and David go to Singleton Heights, the tower block, and on the roof George finds some spent cartridge cases.

When Mrs. Peters rings Jack about the pills he knows nothing about them. Having checked that they hadn't sent anyone round they set off there themselves.

David Keel isn't satisfied with the previous days investigation of the manhole search and so goes back there to see if he can find any clues. Once there he meets a young boy who shows him some tablets which he found in a bottle in the gutter. Keel tells him to walk home and when he gets outside the house he found the tablets to start whistling. The house is empty and has a construction company board outside which has a false telephone number.

Keel radios in to base and asks them to contact someone at St Clares hospital to check the pills. Jack and George race to meet Keel. They take a torch and enter the house. Downstairs they find a hole in the wall and a tunnel leading out in to the street. At the end they find Ronald Peters bound and gagged. Jack persuades him to stay there so they can catch the whole gang.

The next day they storm the house and after an exchange of gunfire they overpower some of the villains who tell them that the job is at a jewelers in Dale Broadway but Keel having disconnected the electronic equipment radios in and finds that the only alarm left ringing is that of the Provincial Bank in Hobart Street. Their entry is via a tunnel in a disused power station.

Two of the gang are apprehended but a third, armed, member escapes into the station. As they enter David Keel is shot twice but he manages to reach his radio and pin-point the sniper who is then shot.
